    Our client, a British management and engineering consulting company with a subsidiary in Bulgaria, is currently looking to employ an experienced professional on a labour contract for the position of Finance Manager.  This client is a market leader in its field and is looking to expand its operation in Bulgaria significantly and it sees this country as a strategic growth opportunity.  It is looking for a high calibre individual with the potential to add significant value to the business. 
    
    Job Description
    The role primarily involves provision of all financial and accounting functions associated with the implementation of large (>€1 million) and small projects for public and private sector clients, in the context of a multi-disciplinary international consulting organisation.  It also includes the accounting and management reporting for the companies involved and reports to UK Head Office
    
    Specific project accounting tasks include:
    - Overview and understanding of all project financials;
    - Preparation of budgets/forecasts and analysis and explanation of variances;
    - Monthly analysis of results and reporting to UK Head Office;
    - Managing all project payments;
    - Managing timesheets and experts’ days and fees (including input to the financial and project information system);
    - Working capital Management
    - Dealing with VAT issues;
    - Preparation of documents related to bank transactions, auditors and tax offices;
    - Maintaining  control over expenditure on projects;
    - Individual responsibility for delivering quality results under tight deadlines;
    - Reporting to Head Office on monthly performance budgets / forecasts;
    
    General company tasks include:
    - Oversight of all statutory reporting requirements and management of out-sourced statutory accounting function;
    - Overview and coordination of all the project accounts;
    - Development and implementation of project finance activities;
    - Overview of payroll calculations and VAT issues;
    - Oversight of implementation and management of a local version of a new ERP system.
    
    Person Specification
    - The ideal candidate should have experience in financial management and reporting of projects with external funding (Phare, ESF etc.)
    - Knowledge of Bulgarian public procurement legislation;
    - Master’s degree in Accounting or Finance or equivalent;
    - A minimum of three years’ experience in the field of project accounting, particularly working for an international company;
    - Fluency in English and Bulgarian languages;
    - Accustomed to dealing with ministries and other government departments (other than filing statutory documents).
